California has been able to keep homeowners insurance down by voting in their insurance commissioner. It has resulted in rates being too low for most insurance companies, but the state is working on plans to fix that, which means increases in rates, but probably not as high as Florida is paying. It shows you that making the state insurance commissioner accountable makes the system more democratic, versus letting corporations control the government. No system is perfect but I think that strengthening democracy is the better option. Letting the wealthy and corporations control the government causes harm to democracy and the people.

Same goes for health insurance. These state boards usually just rubber stamp whatever rate increases the insurance companies want.
